Technical Construction File Checklist according to the Recreational Sector Group (RSG). A checklist to make sure that all the required information is included in your technical construction file.

The RSG-Guidelines are prepared to assist with the conformity assessment procedures undertaken by Notified Bodies for recreational craft and their components, in accordance with the Directive 94/25/EC as amended.

RSG Guidelines are updated annually and released for general guidance and application by Notified Bodies and manufactures.

Directive 94/25/EC applies to recreational craft measuring between 2.5 and 24 metres hull length, regardless of the means of propulsion, and intended for sport and leisure purposes.

Directive 2003/44/EC extended the scope of the original Directive in terms of Design and Construction by:

- including personal watercraft (e.g. jet skis)
- amending some of the essential requirements (e.g. modification of Design category D)
- introducing limits for exhaust emissions from propulsion engines intended for use in recreational craft and noise emissions from recreational craft

This guide is intended to be a reference document for all parties directly or indirectly involved with the recreational craft, personal watercraft, component and marine engine industry. It should be read and used as an aid to the application of the provisions of Directive 94/25/EC as amended by Directive 2003/44/EC, which have entered into application as from 1 January 2005. It does not, however, substitute for these Directives. It is the intention that it should explain and clarify certain important issues related to their application.

This guide sets out the regulations for the implementation of New Approach Directives such as the RCD (1994/25/EC) and its amending directive (2003/44/EC).

Directive 94/25/EC applies to recreational craft measuring between 2.5 and 24 metres hull length, regardless of the means of propulsion, and intended for sport and leisure purposes. This includes:
- partly completed recreational craft and
- specific components i.e. engine ignition systems, steering systems, fuel systems, etc as referred to in Annex II of the Directive
- Exclusions include canoes, surfboards, craft specifically intended to be crewed and to carry passengers for commercial purposes, hydrofoils etc.
